Can I run it? Yes, my medium end PC comprising of ASUS Nvidia GTX 1060 6GB coupled with Intel Core i5 6600k and 16 GB RAM was easily able to handle this game without any stutters. Although please note that I didn't test on San Myshuno and several other districts where the game was complained of being sluggish.
